Resumen: El siguiente trabajo pretende analizar la categoría de “romanticismo político” desarrollada por el filósofo alemán Carl Schmitt, aplicando su acepción de “política romántica” al caso del poeta-político chileno Guillermo Matta Goyenechea. Por medio de términos tales como imaginación, lenguaje cósmico, progreso moral, democracia, entre otros, este poeta-político articuló su discurso social durante el periodo de 1853 a 1858, como elementos de disputa con el poder regente bajo la intención de reformar la sociedad chilena de su época.: The present work (...) had the purpose of defining the category of "political romanticism" developed by the German philosopher Carl Schmitt, applying its meaning of "romantic politics" to the case of the Chilean political poet Guillermo Matta Goyenechea. Introduction: Traditionally, empathy has been studied from two main perspectives: the theory-theory approach and the simulation theory approach. These theories claim that social emotions are fundamentally constituted by mind states in the brain. In contrast, classical phenomenology and recent research based on enactive theories consider empathy as the basic process of contacting others’ emotional experiences through direct bodily perception and sensation. Objective: This study aims to enrich knowledge of the empathic experience of pain by using an experimental phenomenological method. Method: (...) Implementing an experimental paradigm used in affective neuroscience, we exposed 28 healthy adults to a video of sportspersons suffering physical accidents while practicing extreme sports. Immediately after watching the video, each participant underwent a phenomenological interview to gather data on embodied, multi-layered dimensions (bodily sensations, emotions, and motivations) and temporal aspects of empathic experience. We also performed quantitative analyses of the phenomenological categories. Results: Experiential access to the other person’s painful experience involves four main-themes. Bodily resonance: participants felt a multiplicity of bodily, affective, and kinesthetic sensations. Attentional focus: some participants centered their attention more on their own personal discomfort and sensations of rejection, while others on the pain and suffering experienced by the sportspersons. Kinesthetic motivation: some participants experienced the feeling in their bodies to avoid or escape from watching the video, while others experienced the need to help the sportspersons avoid suffering any injury while practicing extreme sports. Temporality of experience: participants witnessed temporal fluctuations in their experiences, bringing intensity changes in their bodily resonance, attentional focus, and kinesthetic motivation. Finally, two experiential structures were found: one structure is self-centered empathic experience, characterized by bodily resonance, attentional focus centered on the participant’s own experience of seeing the sportsperson suffering, and self-protective kinesthetic motivation; the other structure is other-centered empathic experience, characterized by bodily resonance, attentional focus centered on the sportsperson, and prosocial kinesthetic motivation to help them. Discussion: We show how phenomenological data may contribute to comprehending empathy for pain in social neuroscience. In addition, we address the phenomenological aspect of the enactive approach to the three dimensions of embodiment of human consciousness, especially the intersubjective dimension. Also, based on our results, we suggest an extension of the enactive theory for non-interactive social experience. (shrink)

Las controversias socio-científicas sobre las vacunas que han surgido en los últimos años en Chile muestran nuevas tensiones entre expertos y ciudadanía. Gran parte de los estudios que abordan estas problemáticas se centran en analizar a quienes rechazan la vacunación, pero no a otros actores relevantes de las controversias como son los expertos. A partir de un enfoque cualitativo, en este artículo se analizan los discursos, estrategias y prácticas comunicativas de los expertos en salud, buscando comprender su punto de vista (...) respecto a quienes rechazan la vacunación. La investigación muestra que, si bien existe unanimidad sobre la relevancia de las vacunas como medida preventiva, hay diversidad entre las posiciones de los expertos frente a quienes son críticos con la vacunación. Esto se refleja en distintos modelos de comunicación pública de la ciencia y la tecnología, con una clara vigencia del modelo del déficit cognitivo y su perspectiva alfabetizador. (shrink)

In philosophy of mind, zombies are imaginary creatures that are exact physical duplicates of conscious subjects but for whom there is no first-personal experience. Zombies are meant to show that physicalism—the theory that the universe is made up entirely out of physical components—is false. In this paper, I apply the zombie thought experiment to the realm of morality to assess whether moral agency is something independent from sentience. Algorithms, I argue, are a kind of functional moral zombie, such that thinking (...) about the latter can help us better understand and regulate the former. I contend that the main reason why algorithms can be neither autonomous nor accountable is that they lack sentience. Moral zombies and algorithms are incoherent as moral agents because they lack the necessary moral understanding to be morally responsible. To understand what it means to inflict pain on someone, it is necessary to have experiential knowledge of pain. At most, for an algorithm that feels nothing, ‘values’ will be items on a list, possibly prioritised in a certain way according to a number that represents weightiness. But entities that do not feel cannot value, and beings that do not value cannot act for moral reasons. (shrink)

The first few years of the 21st century were characterised by a progressive loss of privacy. Two phenomena converged to give rise to the data economy: the realisation that data trails from users interacting with technology could be used to develop personalised advertising, and a concern for security that led authorities to use such personal data for the purposes of intelligence and policing. In contrast to the early days of the data economy and internet surveillance, the last few years have (...) witnessed a rising concern for privacy. As bad data practices have come to light, citizens are starting to understand the real cost of using online digital technologies. Two events stamped 2018 as a landmark year for privacy: the Cambridge Analytica scandal, and the implementation of the European Union’s General Data Protection Regulation (GDPR). The former showed the extent to which personal data has been shared without data subjects’ knowledge and consent and many times for unacceptable purposes, such as swaying elections. The latter inaugurated the beginning of robust data protection regulation in the digital age. Getting privacy right is one of the biggest challenges of this new decade of the 21st century. The past year has shown that there is still much work to be done on privacy to tame the darkest aspects of the data economy. As data scandals continue to emerge, questions abound as to how to interpret and enforce regulation, how to design new and better laws, how to complement regulation with better ethics, and how to find technical solutions to data problems. The aim of the research project Data, Privacy, and the Individual is to contribute to a better understanding of the ethics of privacy and of differential privacy. The outcomes of the project are seven research papers on privacy, a survey, and this final report, which summarises each research paper, and goes on to offer a set of reflections and recommendations to implement best practices regarding privacy. Regulation is nothing without enforcement. This particularly holds for the dynamic field of emerging technologies. Hence, this article has two ambitions. First, it explains how the EU´s new Artificial Intelligence Act (AIA) will be implemented and enforced by various institutional bodies, thus clarifying the governance framework of the AIA. Second, it proposes a normative model of governance, providing recommendations to ensure uniform and coordinated execution of the AIA and the fulfilment of the legislation. Taken together, the article explores how the (...) AIA may be implemented by national and EU institutional bodies, encompassing longstanding bodies, such as the European Commission, and those newly established under the AIA, such as the AI Office. It investigates their roles across supranational and national levels, emphasizing how EU regulations influence institutional structures and operations. These regulations may not only directly dictate the structural design of institutions but also indirectly request administrative capacities needed to enforce the AIA. (shrink)

The zone of latent solutions hypothesis provides an alternative approach to explaining cultural patterns in primates and many other animals. According to the ZLS hypothesis, non-human great ape cultures consist largely or solely of latent solutions. The current competing hypothesis for ape culture argues instead that at least some of their behavioural or artefact forms are copied through specific social learning mechanisms and that their forms may depend on copying. In contrast, the ape ZLS hypothesis does not require these forms (...) to be copied. Instead, it suggests that several social learning mechanisms help determine the frequency of these behaviours and artefacts within connected individuals. The ZLS hypothesis thus suggests that increases and stabilisations of a particular behaviour’s or artefact’s frequency can derive from socially-mediated form reinnovations. Therefore, and while genes and ecology play important roles as well, according to the ape ZLS hypothesis, apes typically acquire the forms of their behaviours and artefacts individually, but are usually socially induced to do so. The ZLS approach is often criticized—perhaps also because it challenges the current null hypothesis, which instead assumes a requirement of form-copying social learning mechanisms to explain many ape behavioural forms. However, as the ZLS hypothesis is a new approach, with less accumulated literature compared to the current null hypothesis, some confusion is to be expected. Here, we clarify the ZLS approach—also in relation to other competing hypotheses—and address misconceptions and objections. We believe that these clarifications will provide researchers with a coherent theoretical approach and an experimental methodology to examine the necessity of form-copying variants of social learning in apes, humans and other species. The proposal of moral enhancement as a valuable means to face the environmental, technological and social challenges that threaten the future of humanity has been criticized by a number of authors. One of the main criticisms has been that moral enhancement would diminish our freedom. It has been said that moral enhancement would lead enhanced people to lose their ‘freedom to fall’, that is, it would prevent them from being able to decide to carry out some morally bad actions, and (...) the possibility to desire and carry out these bad actions is an essential ingredient of free will, which would thus be limited or destroyed—or so the argument goes. In this paper we offer an answer to this criticism. We contend that a morally enhanced agent could lose the ‘freedom to fall’ without losing her freedom for two reasons. First, because we do not consider that a morally well-educated person, for whom the ‘freedom to fall’ is a remote option, is less free than an evildoer, and there is no reason to suppose that bioenhancement introduces a significant difference here. Second, because richness in the amount of alternative possibilities of action may be restored if the stated loss is compensated with an improvement in sensitivity and lucidity that can lead to seeing new options and nuances in the remaining possible actions. Este trabajo de reflexión e investigación va a la fuente misma del pensamiento político kantiano, para mostrar cómo su concepción republicana se funda en lo que él llama el uso reflexionante de la razón. Para ello, se ha dividido en tres partes: en la primera se señala cómo el pensamiento político kantiano no se funda en el uso teórico ni práctico de la razón, sino en su uso reflexionante, al mismo tiempo que se señalan sus características. En la segunda se (...) desarrolla el pensamiento filosófico político kantiano, teniendo como eje articulador su idea de republicanismo de un pueblo de demonios. Y, finalmente, en la tercera, se muestra cómo, a partir de su concepción reflexionante, puede ser pensada una acción política en el mundo contemporáneo, insinuando su oposición a todo pensamiento revolucionario, dogmático tradicionalista o moralista, que no considere los límites “estructurales” propios de la capacidad moral particular de los seres humanos. Resumen: Chile, a pesar de su historia migratoria, no ha generado programas educativos sustentados por políticas gubernamentales que propicien la adquisición de la variedad lingüística de la comunidad de acogida, por parte de la inmigración no hispanoparlante, integrando los referentes culturales de ambos colectivos. Se propone una alternativa a este olvido histórico y nos planteamos lo siguiente: ¿Qué elementos debiesen integrar un programa de adquisición de la variedad lingüística de la comunidad de acogida dirigido a inmigrantes haitianos propiciando el conocimiento (...) cultural? Se presenta el diseño e implementación de un programa que adopta la Hipótesis de Interdependencia Lingüística, en un aula dinámica donde se trabaja de forma colaborativa y situada. Se concluye que es posible educar en una segunda lengua a partir de la incorporación de elementos que propicien la interrelación de los aprendices en igualdad de conocimientos, y el uso de los códigos lingüísticos de los participantes como manifestación de respeto e interés por lo que cada uno pueda aportar a partir de su L1, develando su cultura de origen.: Chile, despite having a migration history, has not generated educational programs supported by government policies that encourage the acquisition of the linguistic variety of the host society, by non-Spanish-speaking immigration community, integrating the cultural referents of both collectives. It is suggested an option to this historical oblivion and we consider the following: What elements should be integrated into a program for acquiring the linguistic variety of the host society focused to Haitian immigrants fostering the cultural recognition? It is presented the design and implementation of a program that adopts the Linguistic Interdependence Hypothesis in a dynamic classroom working in a collaborative and situated way. As a conclusion, it is possible to educate in a second language from a program that incorporates elements that promote the interrelation of all participants in equality of knowledge, as well as the use of participants’ linguistic codes as a manifestation of respect and interest for what each participant can contribute from his/her L1, revealing their culture of origin. Selected by the Economist as one of the best books of 2020. -/- Privacy Is Power argues that people should protect their personal data because privacy is a kind of power. If we give too much of our data to corporations, the wealthy will rule. If we give too much personal data to governments, we risk sliding into authoritarianism. For democracy to be strong, the bulk of power needs to be with the citizenry, and whoever has the data will have (...) the power. Privacy, I argue, is not a personal preference; it is a political concern. I also argue that personal data is a toxic asset, and should be regulated as if it were a toxic substance, similar to asbestos. I call for a complete ban to the trade in personal data. The book is at once philosophical and political, and extremely practical and accessible. It discusses liberal democracy, equality, justice, and autonomy. It includes a chapter for policymakers, and one that addresses what ordinary citizens can do to protect privacy. Accountability is a cornerstone of the governance of artificial intelligence (AI). However, it is often defined too imprecisely because its multifaceted nature and the sociotechnical structure of AI systems imply a variety of values, practices, and measures to which accountability in AI can refer. We address this lack of clarity by defining accountability in terms of answerability, identifying three conditions of possibility (authority recognition, interrogation, and limitation of power), and an architecture of seven features (context, range, agent, forum, standards, process, (...) and implications). We analyse this architecture through four accountability goals (compliance, report, oversight, and enforcement). We argue that these goals are often complementary and that policy-makers emphasise or prioritise some over others depending on the proactive or reactive use of accountability and the missions of AI governance. Tanto es así que Rawls en la Teoría de la Justicia lo eleva a la categoría de bien primario más importante. El ser humano que se estima y respeta a sí mismo está dotando a su vida de un incalculable sentido moral y convierte su existencia en un proyecto pleno y meritorio. La autoestima proporciona al individuo un sentido de su propia valía (...) y le asegura la confianza necesaria para emprender y desarrollar un proyecto de vida significativo. La humillación y la vergüenza menoscaban las bases del autorrespeto y suponen un daño a la dignidad humana. (shrink)

El presente trabajo se enmarca en la propuesta fenomenológica de Jean Luc Marion, comenzando por la crítica que él realiza a Husserl y Heidegger. Luego de adentrarnos en lo fundamental de su propuesta fenomenológica, ‘cuanto de reducción, tanto de donación’, podremos acercarnos a comprender la llamada que genera y su fenomenalización por medio de la respuesta que se apila en nuestra carne. Frente a lo propuesto por Marion, esperamos encontrar una posibilidad de acercarnos a indicios del pensamiento filosófico de Cristo (...) sobre el rol del tercero y su testimonio. El trabajo se centra, por lo tanto, en los rastros que nos deja el pensamiento de Cristo, que puede ser esbozado a partir de una escapatoria al pensamiento griego. (shrink)

Even though the link between perceived corporate social responsibility fit and corporate reputation has received much attention from scholars, this tradition has ignored that the underpinnings of this association vary depending on the particular characteristics of each industry under study. To delve into this matter, we investigate in the increasingly relevant context of controversial industries how PCSR-fit could enhance corporate reputation and which are the mediating mechanisms of this association. Our academic contribution is twofold. First, we find that controversial sectors (...) indeed can increase corporate reputation through CSR activities. However, we find that to achieve this goal, the nature of PCSR-fit should be different than what extant literature indicates, because companies in these settings should directly focus on avoiding or reducing their inherent controversial harm or impact. Second, we evidence that “CSR initiatives' legitimacy” and “situational skepticism” mediate the PCSR-fit and corporate reputation relationship in CIs. Therefore, we further unravel the underpinnings of this association to advance what we know on the matter and aid practitioners in this particular context. (shrink)

O presente texto traz uma análise do negacionismo a partir da junção da Análise Crítica do Discurso – de maneira mais específica aquela que institui o raciocínio dialético como metodologia (Fairclough, 2015; 2018) – em interface com a Linguística de Corpus, inspirado no trabalho de Magalhães (2004), em sua abordagem de palavras-chave (Williams, 1976), para análise de corpus de pequena dimensão (Sinclair, 2001). A partir desse aporte, buscamos analisar um corpus de textos midiáticos sobre negacionismo, como contribuição para averiguar as (...) relações lexicais que constroem uma argumentação e uma série de articulações que procuram sustentá-lo, bem como indicar os vieses com os quais ele se conecta numa tentativa fundante de desconstrução de saberes instituídos como o da ciência. Como resultado, percebemos a fragilidade do negacionismo, mas o perigo que representa ao sair do universo das ideias para o universo do comportamento, na forma de negação sem argumentação plausível ou com ela fragilizada e sem uma validação de propostas, gerando um ambiente insalubre para todos, especialmente para os próprios negacionistas. Este es un ensayo fotográfico que, ante el deterioro del fondo habitacional de Centro Habana, Cuba, se pretende construir un archivo tipológico de las decoraciones con azulejos o baldosas hidráulicas vidriadas, aún visibles en algunas edificaciones, mediante la fotografía documental, para preservar lo que alguna vez fuera parte de la vida cotidiana de residentes y transeúntes, y que ha sido reconocido por los especialistas como parte del patrimonio de la ciudad.

The EU proposal for the Artificial Intelligence Act (AIA) defines four risk categories: unacceptable, high, limited, and minimal. However, as these categories statically depend on broad fields of application of AI, the risk magnitude may be wrongly estimated, and the AIA may not be enforced effectively. This problem is particularly challenging when it comes to regulating general-purpose AI (GPAI), which has versatile and often unpredictable applications. Recent amendments to the compromise text, though introducing context-specific assessments, remain insufficient. To address this, (...) we propose applying the risk categories to specific AI scenarios, rather than solely to fields of application, using a risk assessment model that integrates the AIA with the risk approach arising from the Intergovernmental Panel on Climate Change (IPCC) and related literature. This model enables the estimation of the magnitude of AI risk by considering the interaction between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. Limits need to be set on AI’s ability to simulate human feelings. Ensuring that chatbots don’t use emotive language, including emojis, would be a good start. Emojis are particularly manipulative. Humans instinctively respond to shapes that look like faces — even cartoonish or schematic ones — and emojis can induce these reactions.

The present article is framed within the biosemiotic glossary project as a way to address common terminology within biosemiotic research. The glossary integrates the view of the members of the biosemiotic community through a standard survey and a literature review. The concept of ‘semiotic threshold’ was first introduced by Umberto Eco, defining it as a boundary between semiotic and non-semiotic areas. We review here the concept of ‘semiotic threshold’, first describing its denotation within semiotics via an examination on the history (...) of the concept, its synonyms, antonyms, etymology, usage in other languages and context in which it is used. Then we present a general overview of the survey among researchers, analyzing the difference in responses for the concept of ‘lower semiotic threshold’ and related concepts. From the answers we also review the difference between the general usage of ‘semiotic threshold’ versus its specific use within biosemiotics, and attempt to make a general synthesis of the concept taking into account what we have learned from the survey and the literature review. En este artículo se quiere ahondar en la propuesta que Jean Luc Marion ofrece sobre el ídolo en relación con el icono y cómo esta puede aportar al pensamiento artístico. Para esto, abordaremos la relación del ídolo con los distintos rostros que pretenden mostrarse como tal y luego el pensamiento sobre el icono cristiano. En este sentido, nos adentraremos en la propuesta estética cristiana y la posibilidad de pensar un arte a posteriori, es decir, que surge desde un acontecimiento, extendiéndolo (...) y haciéndolo más visible. The EU Artificial Intelligence Act (AIA) defines four risk categories for AI systems: unacceptable, high, limited, and minimal. However, it lacks a clear methodology for the assessment of these risks in concrete situations. Risks are broadly categorized based on the application areas of AI systems and ambiguous risk factors. This paper suggests a methodology for assessing AI risk magnitudes, focusing on the construction of real-world risk scenarios. To this scope, we propose to integrate the AIA with a framework developed by (...) the Intergovernmental Panel on Climate Change (IPCC) reports and related literature. This approach enables a nuanced analysis of AI risk by exploring the interplay between (a) risk determinants, (b) individual drivers of determinants, and (c) multiple risk types. We further refine the proposed methodology by applying a proportionality test to balance the competing values involved in AI risk assessment. Finally, we present three uses of this approach under the AIA: to implement the Regulation, to assess the significance of risks, and to develop internal risk management systems for AI deployers. El objetivo de este artículo es presentar una reconstrucción de la teoría de los grupos dereferencia. La teoría, desarrollada por Robert K. Merton, ha sido largamente utilizada enlos más variados campos de las ciencias sociales, aunque con escasa o nula consideraciónmetateórica hasta ahora. La reconstrucción atenderá a la presentación que de la misma serecoge en sendos artículos de su libro Social Theory and Social Structure, de 1968, a saber:“Contributions to the theory of reference group behavior” y “Continuities in the theory (...) ofreference groups and social structure”. Para presentar esta reconstrucción me apoyaré en elinstrumental de la Metateoría Estructuralista. Después de una consideración informal de lateoría, serán presentados sus modelos potenciales, modelos, modelos potenciales parciales,sus aplicaciones intencionales y algunos comentarios acerca de la noción de “grupo de referencia”en lo que respeta su carácter relacional y disposicional. Este artículo se propone mostrar que el significado de aisthesis para Protágoras responde al uso y significación de la filosofía jónica, esto es, aún significa indistintamente juicio, sensación, emoción, creencia, en fin, doxa. Esto tiene una consecuencia muy relevante para la comprensión del homo mensura y la tesis que afirma: aisthesis es episteme.

Fears of black-box algorithms are multiplying. Black-box algorithms are said to prevent accountability, make it harder to detect bias and so on. Some fears concern the epistemology of black-box algorithms in medicine and the ethical implications of that epistemology. In ‘Who is afraid of black box algorithms? On the epistemological and ethical basis of trust in medical AI,' Durán and Jongsma seek to allay such fears. While some of their arguments are compelling, we still see reasons for fear.

This volume serves as a reference on the field of cognitive semantics. It offers a systematic and original discussion of the issues at the core of the debate in semiotics and the cognitive sciences. It takes into account the problems of representation, the nature of mind, the structure of perception, beliefs associated with habits, social cognition, autism, intersubjectivity and subjectivity. The chapters in this volume present the foundation of semiotics as a theory of cognition, offer a semiotic model of cognitive (...) integration that combines Enactivism and the Extended Mind Theory, and investigate the role of imagination as the origin of perception. The author develops an account of beliefs that are associated with habits and meaning, grounded in Pragmatism, testing his Narrative Practice Semiotic Hypothesis on persons with autism spectrum disorders. He also integrates his ideas about the formation of the theory of mind with a theory of subjectivity, understood as self-consciousness which derives from semiotic cognitive abilities. The purpose of this survey was to gather individual’s attitudes and feelings towards privacy and the selling of data. A total (N) of 1,107 people responded to the survey. -/- Across continents, age, gender, and levels of education, people overwhelmingly think privacy is important. An impressive 82% of respondents deem privacy extremely or very important, and only 1% deem privacy unimportant. Similarly, 88% of participants either agree or strongly agree with the statement that ‘violations to the right to privacy are (...) one of the most important dangers that citizens face in the digital age.’ The great majority of respondents (92%) report having experienced at least one privacy breach. -/- People’s first concern when losing privacy is the possibility that their personal data might be used to steal money from them. Interestingly, in second place in the ranking of concerns, people report being concerned about privacy because ‘Privacy is a good in itself, above and beyond the consequences it may have.’ -/- People tend to feel that they cannot trust companies and institutions to protect their privacy and use their personal data in responsible ways. The majority of people believe that governments should not be allowed to collect everyone’s personal data. Privacy is thought to be a right that should not have to be paid for. (shrink)

In this paper, I argue against views that equate privacy with control over self-presentation and explore some of the implications of my criticism for the online world. In section 1, I analyze the relationship between control over self-presentation and privacy and argue that, while they are both tightly connected, they are not one and the same thing. Distinguishing between control over self-presentation and privacy has important practical implications for the online world. In section 2, I investigate self-presentation online and argue (...) that, while there might be an illusion that one can self-present on one’s own terms online, that mirage often reveals itself as unrealistic because of external and internal constraints. I further argue that what is most noteworthy about self-presentation online, in contrast to self-presentation offline, is the pressure to be on display at all times. In section 3, I argue that to combat some of the negative trends we are witnessing online we need, on the one hand, to cultivate a culture of privacy, in contrast to a culture of exposure. On the other hand, we need to readjust how we understand self-presentation online. I argue that in some cases we should understand it in similar terms to how we understand advertisement or fiction. By changing our conventions online, we would be taking away some of people’s control over self-presentation by not taking their online personae at face value. (shrink)
